ORGANIZATIONAL PROFILE:Partners in Health (PIH) is a non-profit organization based in Boston, Massachusetts, USA, whose mission is to provide a preferential option for the poor in health care. Through service delivery, training, advocacy and research, PIH works globally to bring the benefits of modern science to those most in need and to serve as an antidote to despair. PIH has programs in Haiti, Peru, Mexico, Russia, Rwanda, Lesotho, Malawi, Sierra Leone, Liberia, Kazakhstan and Boston.PIH began working in Malawi in 2007, where today we support the Ministry of Health (MOH) to serve a catchment area of 165,000 through 12 health centers and two hospitals in partnership with our sister organizations. Abwenzi Pa Za Umoyo (APZU) is in Neno District.We therefore seek to recruit suitably qualified and experienced candidates for the following positions:Post: Construction OfficerReports to: Infrastructure ManagerCommitment: Full Time (Monday-Friday, some weekends)Working Hours : Regular Office Hours (40-45Hrs/Week)Location: Lower Neno, MalawiPosition SummaryThe Construction Officer will be a key member of the Infrastructure Department working closely with APZU’s Infrastructure Manager, Chief Operations Officer and other relevant APZU staff members and programs to oversee all construction related operations at PIH Malawi/APZU. S/he will work side-by-side with colleagues from the Ministry of Health, Ministry of Local Government and from other APZU departments to plan and supervise all construction projects from conception to completion. S/he will review projects in-depth to schedule deliverables and estimate costs; oversee all onsite works and ensure compliance with local regulations as well as building and safety regulations and achieve uttermost quality and value for the project. S/he will support the Infrastructure manager in the implementation of the infrastructure strategic plan for APZU. The position will report to Infrastructure Manager and will work closely with MOH and other APZU departments to:Responsibilities and Duties Plan, design, budget and carry out all construction projects in collaboration with Infrastructure Manager and project stakeholders including APZU clinical teams and Facilities’ administrators among others.Supervise construction progress and quality, with frequent site visits to both major and minor construction projects in Neno and other APZU supported districts.Produce and/or scrutinize Bills of Quantities, Schedules of Materials and bids from contractors and understand material classifications and ratios.Conduct lab test and file up the results for the client representative team.Communicate closely with contractor foreman, clerk of works, quantity surveyor, and office staff to ensure projects stay on schedule.Prepare regular construction project progress reports in line with agreed project indicators including progress updates, pictures, budget and payment information.Assist the Infrastructure Manager to prepare construction procurement documentation for project approval by Ministry of Health.Collaborate with the Safeguarding Manager to ensure that all APZU construction projects and their subsequent processes are aligned to PSEAH guidelines and that construction sites are free from Sexual Exploitation and Abuse.Assist with tasks related to hospital and facilities site surveys, production of measured drawings/sketches for material estimations and maintenance works planning as needed.Evaluate the contractor’s works and certify them for payments.Provide daily projects progress report to Infrastructure manager.Perform any other duties assignedRequired Qualifications and ExperienceBachelor’s Degree of Science in Quantity Surveying or Construction Management from a recognized institution.Minimum of 4 years’ experience in core Quantity Surveying duties.Deep knowledge of customs and Tax laws of Malawi.Excellent verbal and written communication skills which include report writing and presentation.Proficient with Microsoft Office Suite or related software.Excellent interpersonal and negotiation skills.Excellent organizational skills and attention to detail.High level of integrity.Excellent time management skills with a proven ability to meet deadlines.Strong analytical and problem-solving skills.Strong supervisory and leadership skills.Willingness to live and work in a rural setting.Benefits & RemunerationAn attractive remuneration package will be offered to the successful candidates commensurate with experience and qualifications.Qualified and interested persons should apply to the address below, enclosing their cover letter; copies of relevant certificates and Curriculum Vitae indicating three names of traceable referees with valid telephone numbers and email addresses not later than Tuesday, 8th February, 2022.
