REQUEST FOR PROPOSALS (RFP)

CONSULTANCY FOR THE DEVELOPMENT OF A LIVESTOCK PRODUCTION PLAN FOR KASIGAU RANCH AND NEIGHBORING COMMUNITIES

1. Introduction

The African Wildlife Foundation (AWF) is an international non-governmental organization committed to conserving Africa’s biodiversity. AWF’s strategies aim to protect wildlife and wildlands while fostering sustainable development for local communities through a rights-based approach to conservation. Established in 1961, AWF has worked to safeguard endangered species and habitats, promote conservation-driven enterprises that benefit local communities, and train thousands of African nationals in conservation.

2. Project Background

AWF, in partnership with the Land Development & Governance Institute (LDGI) and Indigenous Livelihood Enhancement Partners (ILEPA), is implementing a four-year project titled "Biodiversity Conservation in Kenya’s Southern Landscape," funded by the Swedish International Development Cooperation Agency (SIDA). The project aims to strengthen biodiversity conservation and climate resilience by offering sustainable and economically viable livelihood options for communities. It also focuses on land governance, biodiversity protection, and ecosystem restoration.

The project is concentrated in Taita Taveta, Kajiado, and Narok counties, working closely with both local and national governments, as well as community ranches and organized community groups. One of the key high-potential enterprises identified is the beef value chain. The project will focus on improving cattle breeding and support an operational feedlot in Kasigau D.A Ranch while creating linkages with local communities to enhance the quality of indigenous cattle breeds.

3. Objectives

The objective of the consultancy is to assist Kasigau DA Ranch in strengthening its beef production systems. The consultant will provide expert advice on designing and implementing commercially viable beef production operations with a focus on:
• Rangeland management (e.g., controlled grazing, pasture production, and restoration)
• Breed improvement
• Parasite and disease control
• Value addition (e.g., feedlot management, biogas energy production, manure production)
• Market linkages

4. Scope of Work

The consultancy will focus on the following areas:

i) Develop a livestock production plan for Kasigau Ranch that utilizes local breeds and potential crossbreeds with strong mothering abilities, early maturation, and high meat quality.

ii) Create a breeding program aligned with the production plan, incorporating breed improvement strategies for surrounding communities, optimizing seasonal calving, and facilitating the ranch's integration into relevant breeding societies, as well as ensuring the registration of animals with the Studbook.

iii) Design an infrastructure plan, including animal handling, treatment, weighing, grouping, and separation (technical drawings and bills of quantities required).

iv) Develop a year-round health calendar for preventive activities such as vaccinations, deworming, spraying against tick-borne diseases, and tsetse fly control.

v) Provide advice on a unique animal identification system and digital herd management system for data collection and registration.

vi) Formulate feeding strategies for different herd categories, including breeding herds, weaners, and feedlot cattle, based on market prices.

vii) Advise on feed stock purchasing and storage for year-round feeding, considering price and quality.

viii) Recommend restoration techniques for degraded rangelands, cultivation of grasses for hay, and forage crop varieties for silage, including a production calendar and cost estimates.

ix) Provide marketing advice and establish market linkages for both slaughter and breeding animals.

x) Develop a project implementation plan.

5. Deliverables
• An inception report outlining the agreed methodology and sampling strategy.
• A draft and final comprehensive report incorporating the following:
• Beef Cattle Production and Management Plan addressing the areas covered in the scope.
• Designs, charts, drawings, and recommendations (as annexes).

The final report should provide Kasigau Ranch with a detailed blueprint to turn livestock production into an efficient and profitable enterprise.

6. Consultant Qualifications

The ideal consultant should meet the following requirements:
• At least 10 years of experience in the beef sector, with at least 5 years managing successful beef production operations (e.g., farm, ranch, or feedlot).
• An advanced degree in Agriculture, Animal Production, Animal Health, Animal Breeding, or a related field.
• Experience in breeding business plan development.
• Knowledge of livestock production systems in arid/semi-arid regions.
• Understanding of beef carcass grades, feed conversion, and genetic selection.
• Knowledge of climate-resilient beef production systems.
• Expertise in fodder and range resource planning in ASAL or extensive/semi-intensive beef production systems.
• Strong communication skills in English, both written and verbal.

7. Submission Requirements

• A technical proposal outlining the methodology, work plan, and a detailed budget.
