JOB DESCRIPTION

OBJECTIVES OF THE PROGRAMME

Contribute to improving the health status of the population by strengthening the national health system, capable of providing efficient, affordable and equitable health care and services.

DESCRIPTION OF DUTIES

Under the supervision of the Representative, the incumbent must carry out the following tasks:

1. Monitor the effective implementation of the WHO cooperation program with the Government. Which includes, among other things: the planning of biennial programs, the preparation of periodic operational plans, the verification of the conformity of interventions and their contributions to the achievement of expected results and the production of periodic reports;

2. Contribute effectively to the review of National Health Policies, the analysis of the health situation in the country, the development, monitoring of the implementation and evaluation of health plans, programs and projects;

3. Provide technical support for the implementation of health system reforms at the central and regional levels as well as at the peripheral level and with particular regard to the legal, organizational, managerial, planning, coordination and research aspects on health systems;

4. Strengthen the technical capacities of health personnel in accordance with the country’s policy on the development of human resources in health through: identification of training needs, planning, organization, monitoring and evaluation of sessions continuing education;

5. Contribute to the development of the national health information system in particular through: the development of data collection supports and analysis tools, the establishment of databases, the production of cartographic supports and support the development of the health map and the directory of health statistics;

6. Produce and ensure regular updating of health profiles, country profiles, health district profiles;

7. Contribute to strengthening the role of health partners in the coordination of interventions through: the organization of periodic coordination meetings, the dissemination of information on progress achieved, support for research and the mobilization of resources required for development health.Ensure WHO’s contribution to the development, monitoring of implementation and evaluation of the United Nations Joint Development Assistance Framework (UNDAF). Carry out any other professional activity deemed necessary by the WHO Representative in Congo.

REQUIRED QUALIFICATIONS

EDUCATION

Essential : Medical diploma delivered by a recognized University followed by training in Public Health or Public Health Diploma, minimum level 3rd cycle of higher studies delivered by a recognized University, with a focus on planning and management of health services or economics of health.

Desirable : Postgraduate Diploma in Public Health.

EXPERIENCE

Essential : Experience of at least 5 years in the field of planning/management of health services and in a position of responsibility at the national level.

Desirable : Experience in promoting health and development; Experience working in an international organization working in the field of health, more specifically in the field of planning would be an asset.

SKILLS

Knowledge and proven experience in the field of public health, planning and management of health systems and epidemiology. Teaching skills and abilities. Ability to communicate in a clear and concise manner, in writing and orally. Ability to establish working relationships with people of different cultures and nationalities. Ability to promote WHO’s position and authority in health through innovation and learning in the Organization. Knowledge of IT. Skills in advocacy and social mobilization would be an asset.
