IDG’s Global Health Division works in Neglected Tropical Diseases, infectious disease, including TB, HIV/AIDS, and Malaria; global health security, Heath Systems Strengthening - including Health Governance, Health Finance, Human Resources for Health, Capacity Building, and Health Policy and Advocacy; Public-Private Partnerships; and Maternal-Neonatal-Child Heath and Reproductive Health and Family Planning. We address a range of public health problems to reduce disparities, lower disease burdens, and build locally owned sustainable health programs in lower- and middle-income countries.
Program Description:
The anticipated USAID Resilient Health Systems for Healthy Resilient Communities activity in the Democratic Republic of the Congo (DRC) seeks to support stronger, more resilient health systems at all levels; save lives; decrease morbidity and disability; and increase the potential of women, newborns, children, families, and communities to thrive. The activity will advance universal health care coverage while scaling up and sustaining equitable coverage of high-quality, high-impact primary health care, and building on evidence-based practices to achieve and sustain health outcomes in select geographic areas.
Position Description:
RTI is seeking a Monitoring, Evaluation, and Learning (MEL) Director for an anticipated USAID/DRC Resilient Health Systems activity. The MEL Director will be responsible for leading the program in all technical and management aspects of MEL for the project. This position will lead the MEL team and is responsible for ensuring the successful implementation of the Adaptive Monitoring, Evaluation and Learning Plan (AMELP) by overseeing project results, data management, reporting on indicators, capturing evidence and learning, and supporting evidenced-based decision-making. Candidates should possess a mix of strong management, administrative, technical experience as well as communication skills. This position is expected to be based in Kinshasa, but travel may be required.
Please note that this position is contingent upon funding availability/award from USAID.
Responsibilities
Roles and Responsibilities:
• Working closely with the Senior Management Team, develop, monitor, and ensure successful implementation of Adaptive Monitoring, Evaluation and Learning Plan (AMELP) by overseeing project results, data management, reporting on indicators, capturing evidence and learning, and supporting evidenced-based decision-making.
• Work closely with the Communications team to create an inward- and outward-facing learning agenda.
• Work closely with technical team members to gather and share necessary data for M&E reporting needs and CLA activities.
• Monitor data quality by reviewing the audit trail if there are any red flags work with the indicated team to collectively determine what went wrong and how to address any shortfalls in the future.
• Prepare quarterly report summarizing performance against the approved indicator list and performance standards of the Quality Assurance Surveillance Plan (if applicable)
• Outline specific learning questions and activities and work closely with the Workstream Leads to generate, validate, and present data in user-friendly format.
• Facilitate constructive and collaborative dialogue during regular MEL project reviews and biweekly team meetings.
• Support the Senior Management team to lead quarterly “pause and reflect” performance review processes with Workstream Leads.
Qualifications
Qualifications:
• A minimum of a Master’s Degree (or foreign equivalent) in epidemiology, public health, health administration or closely related field and 10 years of experience.
• Minimum of 6 years of experience managing and leading M&E teams for health projects focused on one or more areas: MNCAH, HSS, malaria, FP/RH, nutrition, global health security, and/or HSS.
• Detailed knowledge of USAID program reporting requirements; previous leadership experience designing and overseeing M&E systems for comparable large, complex USAID programs.
• Experience with impact evaluations, quantitative and qualitative research methods, surveillance surveys, research methodologies, data analysis, sampling techniques and establishing M&E systems.
• Demonstrated experience with computer and/or web-based performance data recording and reporting systems and other technologies that improve the quality of monitoring system integrity and data collection/analysis/reporting/visualization.
• Demonstrated experience conducting social science research.
• Proven ability to work collaboratively with government, donors, the private sector, and community organizations to achieve health objectives in DRC.
• Knowledge of the DRC health sector and established local networks, including relationships with the Ministry of Public Health and other health donors and IPs.
• Ability to work in complex, politically charged, unstable environments, work across different cultures, and manage diverse teams to deliver impact within agreed timelines across a broad geographic area
• Excellent interpersonal communication, writing, and oral presentation skills.
• Proven ability to work under pressure, and with multiple concurrent demands.
• Verbal and written French proficiency is required.
• Work experience in Africa, and the DRC or other fragile or conflict affected country is required
