**Job Description**
• *Background:**

El Salvador, Guatemala, and Honduras, referred to as Northern Central America (NCA), are facing a complex emergency and underprioritized humanitarian crisis of a multi-causal nature. The COVID-19 pandemic, along with recurring natural disasters, have only intensified the basic needs of historically marginalized groups, risking their long-term mental and physical wellbeing. By November 2020, there was an estimated total of 9.2 million people in need (PIN) of humanitarian assistance; this number represented a 77% increase when compared to data from early 2020.
In this context, the IRC responds to people in need through GBV prevention and response services, child protection services, protection coordination, advocacy, responsive information, and multi-purpose cash assistance. Activities are tailored to communities, based on their needs, resources, and access to services. Activities in target locations are determined in collaboration with local stakeholders, allowing the response to be tailored to micro-contextual considerations and community preferences. The IRC works closely with local partners in each location.
• *Job Overview:**
The Field Coordinator (FC) will lead IRC’s programs and operations in El Salvador. The FC will represent the IRC in El Salvador to partners, donors, and the government, and is responsible for the coordination of IRC’s programmatic and operational activities in country. The FC is responsible for the best use of resources in the IRC’s El Salvador office: human, financial, and material. The Field Manager will report to the IRC’s Northern Central America’s Director in El Salvador and will be based in the IRC’s El Salvador field office.
The IRC seeks an experienced leader with proven experience managing operations and finance to lead the IRC’s office, staff, and operations in El Salvador. The Field Coordinator will: directly supervise in-country administrative, finance, procurement, and security staff, ensuring compliance with IRC and donor policies and procedures; represent the IRC in Honduras to partners, governments, and donors; manage the IRC office; negotiate humanitarian access with local authorities; and contribute to program design and implementation. The Field Coordinator will ensure that the IRC’s team in El Salvador complies with IRC’s professional and ethical standards (IRC Way).
• *RESPONSIBILITIES:**
• *Leadership**
\- In coordination with the Country Director, Deputy Directors and Technical Coordinators, develop operations plans to support program implementation, contribute to IRC’s global, regional, and national strategies, ensure adequate planning and oversight for the implementation of all donor-funded projects, and contribute to proposal design.
\- Ensure compliance of IRC’s and donor policies and procedures in finance, administration, security, IT, and procurement.
\- Provide support to all the programs that operate in the field office be implemented in a timely manner, following high quality standards and in accordance with the terms and conditions of the corresponding grants.
\- Contribute to reporting for projects and IRC’s global initiatives.
• *Grants**
\- Anticipate, plan and manage programmatic and structural transitions associated with gradual expansion of the field office.
\- Responsibility for budget development and compliance for field office programmatic and support costs.
\- Guide and supervise staff in their implementation of work plans and quality of technical activities.
\- Participate in monthly Grant Review Meetings
• *Human Resources Management & Development**
\- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
\- Ensure timely completion and submission of monthly timesheets, probation reviews and annual performance reviews.
\- If/as required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.
\- Take responsibility for discussing job expectations, performance, and objectives on an informal, quarterly basis with all staff and as a part of the annual Performance Review and Planning Process
\- Adhere to and act in accordance with the IRC Global HR Policies and Procedures
\- Adhere to and serve as a champion of the IRC Way Standards for Professional Conduct
• *Coordination & Representation**
\- Develop and maintain effective coordination and long-term relationships with external stakeholders, representing IRC positions, promoting long-term strategy, and resolving problems/conflicts.
\- Lead coordination between IRC logistics, finance, program and grant staff to ensure timely and compliant program activities and expenditures, including active participation in grant opening/closing and review meetings.
• *Safety and Security Management**
\- Ensure that the Global Safety and Security Policy is implemented in the country office.
\- Ensure that the staff knows and applies the standard operating procedures related to security management in Honduras.
\- Manage that all the training required by the staff in terms of safety and security, are carried out properly and in the established time. Includes: Onboarding, On arrival Briefing, Pre-Arrival Briefing, Personal security in Kaya.
\- Manage with the relevant people that the Security Risk Analysis are updated and that they are functional for decision-making.
• *KEY WORKING RELATIONSHIPS:**
• *Position Reports to**: DDO
• *Position directly supervises**: Finance and operations/administrative staff based in San Salvador (accounting, supply chain, administration, cash)
• *Other Internal and/or external contacts:**
• *Internal**: CD, DDP, DDF, DDO, COP, Program Managers, HR Coordinator, Grants Coordinator and team, Finance Managers, Security and Access Officer
• *External**: Local authorities, Local communities
• *Qualifications**
\- BA/BS in international relations, management, administration, or other relevant fields **or equivalent experience**.
\- 5+ years progressive, professional experience at a managerial level.
\- Prior experience managing humanitarian and/or development programming.
\- Strong program/technical and budget management skills, planning, reporting, monitoring and evaluation skills.
\- Prior experience in management of support and operations departments preferred.
\- Strong written and oral communication skills, effective in representation and liaison with external parties.
\- Interpersonal qualities: Works well in and promotes teamwork, flexible and able to handle pressure with professional grace.
\- Proven leadership quality. Ability to provide guidance while promoting a supportive and open work environment.
\- Fluency in Spanish
\- Basic level of spoken and written English
\- Permission to reside and work in Honduras

The position is based in Tegucigalpa and must comply with IRC El Salvador Safety and Security protocols.
