Job Description And Duties

The Mission of the Managed Care Quality & Monitoring Division (MCQMD) is to provide monitoring and oversight of all Medi-Cal managed care health plans through the creation, implementation, and oversight of policies that directly improve the health outcomes of beneficiaries and ensure access to high quality health care for all health plan members. MCQMD believes in developing a highly effective team by promoting innovative strategies, building partnerships, and a positive working environment.

The Health Program Specialist II (HPS II) is a highly skilled program consultant in policy development and interpretation related to the Medi-Cal Managed Care program and managed care delivery system. The HPS II will conceptualize complex program strategies; and demonstrate a high level of accountability in addressing the managed care delivery system and various innovative models of care for Medi-Cal members, The HPS II independently performs functions that are sensitive and critical to the Department’s basic mission, with responsibility to coordinate the development of broad policies that have multi-department, immediate, and long-range impacts, and where the level of expertise required is substantially greater than that of other nonsupervisory positions. The HPS II will serve as the Policy and External Relations (PERS) expert advisor and specialist for coordination of all aspects of the MCPB including implementation, administration, and monitoring of the various components of the Medi-Cal Managed Care program and managed care delivery system.

Working Conditions

This position may be eligible for telework up to three days per week and is required to report in-person and site-based a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
