POSITION SUMMARY
American Councils for International Education is seeking a qualified Team Lead for the five-year MCC-funded Equipping Secondary Educators Program Partnership. This partnership, launched by the Government of Belize (GoB), acting through the Millennium Challenge Account Belize (MCA-Belize), aims to improve the quality of secondary school educational leadership and teaching through capacity building and providing teaching and learning resources. The key components of the program are the improvement of Secondary School Leaders Professional Development, Secondary School Teachers Professional Development, Secondary Teacher Pre-Service Training, and Enhanced Teaching and Learning Materials.
The Team Leader will oversee the entire program, providing leadership, administrative oversight, and technical guidance.
RESPONSIBILITIES
• Offer strategic and technical direction for the program while acting as the main liaison with MCA.
• Function as the primary contact for MCA and key officials in the Belize Ministry of Education, Culture, Science, and Technology.
• Oversee and manage the work of all Key Personnel and team members.
• Build and maintain collaborative relationships with various stakeholders, including government officials, local education and civil society organizations, and program beneficiaries.
• Ensure that program activities are carried out on time, within budget, and in a coordinated manner to enhance overall effectiveness.
• Oversee budgeting, financial management, compliance, and the management of subgrants.
• Perform additional duties as assigned.
PRIMARY QUALIFICATIONS
• Post graduate qualifications in public administration, education administration, teacher training, or a closely related field.
• At least ten years of progressive experience in designing, implementing, and managing donor-funded education projects, preferably in Belize or Latin America.
• A minimum of 10 years’ experience implementing complex education programs in developing countries, preferably in Belize of Latin America.
• A deep understanding of the teacher training, and secondary education landscape in similar contexts.
• Demonstrated experience in managing teacher training programs with the ability to demonstrate outcomes.
• Experience in complex program planning, work planning, program management, and costing.
• Strong leadership, political insight, and communication abilities.
• Experience in leading and managing multidisciplinary teams.
• Experience producing planning documents, analytical work, and reports.
• Ability to speak and write in English equivalent to a native speaker.
PREFERRED QUALIFICATIONS
• Fluency in Spanish and/or Kriol
• Experience with MCC/MCA projects
