The USET Workforce Development Manager is responsible for assisting United South and Eastern Tribes, Inc. (USET), Office of Tribal Public Health (OTPH) personnel and USET member Tribal Nations in developing and managing public health workforce development programs and projects. The OTPH Workforce Development Manager must ensure that all timelines and budgets are being adhered to as they develop and implement public health projects geared towards improving the workforce development competency. This position will hold some supervisory responsibility over other staff within the department.

Exempt/Non-Exempt and Salary Range:

The OTPH Workforce Development Manager is an exempt position requiring consistent travel and irregular work hours, with a salary range starting at $63,189.00 per year.

Reporting Relationship:

The OTPH Workforce Development Manager is supervised by the OTPH Director.

Location:

Nashville headquarters.

Duties and Responsibilities:

1. Conduct project reviews and periodic update checks with various project staff members to ensure that work is completed on schedule and within budget restraints.

2. Incumbent will oversee the development of partnerships and programs to meet the workforce development needs of Tribal Nations.

3. Supervise a team of Workforce Development liaisons who will be regionally based.

4. Oversee and manage USET’s ECHO programs.

5. Participate in Tribal community and Tribal public information efforts of initiated projects, including community based participatory activities.

6. Support comprehensive workforce needs assessment throughout the Area.

7. Identify and coordinate work with staff from Tribal Nations, other Tribal organizations, the Indian Health Services, state health departments, federal agencies and outside agencies to coordinate and develop workforce development activities.

8. Assigns and reviews work; establishes standards and evaluates performance; obtains approval for and takes disciplinary actions; and participates in the selection and training of staff.

9. Serves as a mentor and provides coaching to competency staff.

10. Delegate responsibilities to other members of the competency staff.

11. Perform other duties as assigned by the OTPH Director.

Qualifications and Requirements:

1. A minimum of a Bachelor’s degree, Master’s degree preferred, in workforce development, human resources, health administration, or staff recruiting and retention or other related field from an accredited college.

2. Background in Public Health or other related field strongly preferred.

3. Minimum of five years in a supervisory position.

4. Strong knowledge, skills and abilities related Word, Excel, PowerPoint, MS Access software, desktop publishing software, and ability to learn new software applications quickly.

5. Experience in Indian Country strongly preferred.

6. Experience developing, implementing, and evaluating the effectiveness of health communication programs.

7. Must possess excellent verbal and written communication and organizational skills.

8. Ability to work independently and adapt to a fast-paced and dynamic environment.

9. Translational research experience in a public health setting preferred.

10. Must have demonstrable ability to work with people from diverse cultures including cultural sensitivity and the ability to work within the customs and traditions of various Tribal groups.

11. Ability to travel up to 50% of time and work irregular hours.
