Program Description:
CNFA is currently seeking applications from qualified candidates for a Monitoring, Evaluation and Learning (MEL) Officer position to support the West Africa PRO-Cashew Project (PRO-Cashew). CNFA has been implementing the PRO-Cashew project funded by the United States Department of Agriculture (USDA) for the past five years The PRO-Cashew project has been extended for a further 2.5 years, until March 2027. The PRO-Cashew project will help boost the competitiveness of West African producers by improving the efficiency and quality of production and trade, and by developing more coherent regional trade and investment policies. In doing so, the project will build producer capacity and develop incentives to renovate and rehabilitate cashew farms, improve production and quality, and create a more competitive West African raw cashew for the international market.

General Responsibilities:
The Monitoring, Evaluation and Learning (MEL) Officer will assist the MEL Manager in the development and implementation of MEL activities for the project. Specifically, the MEL Officer will be responsible for assisting in regular monitoring activities; conducting data entry, aggregation, and cleaning of MEL datas; performing data quality checks and validation; and the preparation of various communications materials.

Duties and Responsibilities:
• Support the MEL Manager in the design and implementation of monitoring, evaluation and learning activities.
• Support the technical teams and enumerators in the day-to-day monitoring and evaluation activities.
• Support the MEL Manager in the design and implementation of baseline assessment, routine monitoring and annual monitoring surveys.
• Analyze and interpret the project’s qualitative and quantitative data to measure the project’s performance and results.
• Contribute to the development of briefing notes, workplans, and other project deliverables.
• Support the MEL Manager in leading the indicator data collection efforts with a focus on data quality.
• Participate actively in regular Activity performance reviews and learning events.
• Train technical staff and other stakeholders on selecting indicators and targets as part of preparing the sub-activities.
• Facilitate the dissemination and sharing of information on project results.
• Support the MEL Manager in the preparation of data collection tools.
• Coordinate with CNFA HQ on the project’s MEL plan implementation and reporting.
• Train the staff and enumerators on the use of the project digital MEL platforms and data collection tools.
• Supervise the capture and verification of data from desk research, surveys, and fact sheets.
• Document results and lessons learned and present the results in project performance reviews and learning events.
• Administer the project MEL database.
• Undertake other assignments or tasks at the request of the MEL Manager or other senior management staff.

Job Requirements

Qualifications:
• Bachelor’s degree (preferred) in statistics, development studies, social studies, or equivalent experience with a formal qualification in monitoring and evaluation.
• Minimum of at least three (3) years of experience in the design and implementation of monitoring, evaluation, and research.
• Advanced computer skills in Excel, Word processing, database management, SPSS, or other statistical packages.
• Excellent writing and verbal communication skills.
• Good strategic and analytical thinking and ability to interpret agricultural and climate data.
• Familiarity with USAID, USDA, and MEL indicator/project reporting systems and regulations is desired.
• Full professional competency in English is preferred.
