We are seeking a Finance & Commercial Director to lead the finance and IT functions in West Africa. This role will provide key support to the General Manager of West Africa and the corporate finance team, while reporting directly to the CFO.
This role involves overseeing critical financial operations, ensuring compliance with both US GAAP and OHADA standards, and representing the company in interactions with local government authorities on financial and operational matters. Additionally, this position manages joint venture budgets and reports, ensuring effective collaboration with joint venture partners and compliance with regulatory and tax requirements. The position also leads commercial negotiations with the State and with current or potential business partners.
Key Responsibilities
• Supervise and manage the West Africa Finance and IT teams;
• Ensure compliance with regulatory requirements from West Africa’s regulatory bodies, such as Department of Hydrocarbons, National Social Security Agencies, Central Bank, Tax Authorities, etc;
• Oversee Treasury and payment function in local and foreign currencies;
• Oversee accounting close and reporting;
• Oversee PSC Accounting and ensures accurate and timely reporting;
• Conduct monthly financial analysis, including variance analysis of operational and administrative expenses.
• Manage JOA/PSC obligations;
• Manage audits from joint venture partners, government, and external auditors, ensuring timely resolution of issues;
• Assist with strategic transactions, including acquisitions and divestitures.
• Assist General Counsel with all West Africa legal matters;
• Maintain high levels of internal controls;
• Oversee the IT department and ensure efficient service delivery.
• Represent in finance, accounting, tax and commercial discussions with government and external stakeholders.
• Collaborate with senior leadership to develop annual budgets and monthly forecasts.
• Ensure compliance with regulatory requirements from West Africa’s Department of Hydrocarbons and other agencies.
• Assist with strategic transactions, including acquisitions and divestitures.
• Stay informed about new West Africa regulatory requirements and ensure organizational compliance.
• Partner with the CAO to maintain internal controls for financial reporting, addressing control weaknesses where necessary.
• Manage audits from joint venture partners, government, and external auditors, ensuring timely resolution of issues.
• Evaluate and enhance the capabilities of the local finance and accounting team, promoting professional development and cross-functional collaboration.
• Oversee joint venture partner reporting, including billings and periodic partner meetings.
• Contribute to the company’s ESG and CSR projects, overseeing financial aspects.
• Support the Supply Chain and Operations departments to ensure smooth operations.
• Ensure adherence to safety protocols and support HSSE in security management.
Qualifications And Requirements
• Bachelor’s degree in accounting (CPA preferred).
• 15+ years of international experience, preferably with a mix of public accounting and oil & gas industry experience.
• Strong knowledge of PSCs and JOAs
• Strong knowledge of CEMAC foreign exchange regulations.
• Strong knowledge of financial reporting, US GAAP, OHADA, and regulatory compliance.
• Excellent communication, leadership, and project management skills.
• Able to proactively build and maintain effective external relationships.
• Strong people management skills and cultural awareness.
• Familiarity with financial software and strong proficiency in Excel, Word, and PowerPoint
• Languages: Fluent in both written and spoken English and French
